Death sentence for poverty relief official who took millions in bribes

An official involved in poverty-relief work was sentenced to death with a two-year reprieve by a court in Beijing yesterday after admitting embezzlement, bribery and fraud totalling 60 million yuan (US$9.7 million).
Fan Zengyu is the former director of the Foreign Capital Project Management Center under the State Council鈥檚 Poverty Alleviation and Development Office.
Almost all of the money involved came from Ding Shumiao, a 60-year-old businesswoman implicated in the downfall of former railways minister Liu Zhijun, Beijing No. 1 Intermediate People鈥檚 Court found.
Ding had made more than 2 billion yuan from railway projects with Liu鈥檚 help, and paid him bribes worth 49 million yuan in return.
Last December, she was jailed for 20 years for bribery and illegal business operations. Liu received a suspended death sentence in July, 2013 for taking bribes worth more than 64 million yuan.
Fan, 52, was appointed to the management center in March 2009 but following an investigation in 2012 he was arrested and stood trial in January.
In 2009 and 2010, Fan accepted and asked for bribes worth more than 40 million yuan from Ding to help polish her 鈥渃harity image鈥 by arranging her to speak at charity gatherings and by promoting her efforts in magazines.
The court also found that Fan had swindled millions of yuan from Ding.
After Ding was arrested in 2010, he lied to Ding鈥檚 subordinate Zhang Tiexuan that he could help Ding as he knew senior officials. Zhang gave Fan more than 8.9 million yuan, the court said.
Fan also pocketed about 2.6 million yuan which Ding had donated to the poverty-relief office, the court said.
The court said the reprieve was because Fan had admitted his guilt and the money had been recovered.
All his personal assets have been seized, the court said.
According to the Beijing News, Fan got to know Ding following the 2008 earthquake in southwest China鈥檚 Wenchuan County. With Fan鈥檚 help, Ding ranked sixth in the Forbes China Charity list in 2009.
