Delta called to explain safety breach

CHINA’S civil aviation regulator will launch a safety evaluation of Delta Air Lines after one of its passenger aircraft crossed a runway without permission, the regulator said yesterday.

Delta Air Lines Flight DL295, which had just landed at Shanghai’s Pudong International Airport from Tokyo, began taxing across a parallel runway at 7:27pm last Thursday before air traffic controllers gave the go-ahead.

On the parallel runway, China Eastern Airlines Flight MU723 from Shanghai to Hong Kong was about to take off. The Pudong air traffic controller then ordered the China Eastern aircraft not to take off and wait on the runway.

The East China Regional Administration under the Civil Aviation Administration of China summoned senior officials from Delta Air Lines, it announced on its official website.

It asked the US carrier to strictly obey regulations and analyze safety risks, the regional administration said. The US carrier was also ordered to enhance the training of its pilots.

The chief pilot of the Delta fleet and the head of the airline’s safety department yesterday gave a preliminary oral report on the carrier’s investigation and details of the incident to officials from the regional administration.

The airline is preparing an official report and will submit it to the administration soon. “Delta is paying great attention to the incident, as well as maintaining safe operations in China,” Delta officials said.

The regional administration also awarded the air traffic controller who ordered the China Eastern aircraft to abort its takeoff. It has issued a notice on safety to all foreign airlines operating in China.

It was the second such incident at the city’s airports within two months. On October 11, a China Eastern Airlines aircraft nearly hit another plane as it was on its takeoff run at Shanghai’s Hongqiao airport due to mistakes made by the air traffic control tower.
