Developer faces penalty for ruining apartment block
A Sichuan Province property developer was judged illegal for tearing down the stairs of a residential building as one family still lives on the top floor of the building, the Beijing News reported today.
The government of Mianyang City said the demolition was illegal because the Mianyang Yachuan Real Estate Company hadn't reached an agreement with Zhao Yanhong, the owner of the top-floor apartment when they started the demolition.
At the same time police are investigating whether some residents in the building were beaten by people hired by the developer as Zhao reported.
The city government said there are seven residential buildings in the Huayi neighborhood where the demolition took place. Two buildings were seriously damaged by the 2008 earthquake and were approved for demolition by local authorities, who appointed Yachuan to carry out the reconstruction of the entire neighborhood.
Zhao initially agreed to the reconstruction plan but never reached an agreement with Yachuan on compensation, the government said.
Last December 31, Yachuan started knocking down the stairs from the first floor to the fifth floor of Zhao's building. The demolition was halted by city authorities, who promised to punish anyone responsible for the illegal demolition.
