Disciplinary body extends inspections
Inspection agencies are to oversee the work of all central Party and government bodies to eliminate “blind spots” in supervision.
China’s Central Commission for Discipline Inspection said yesterday that 47 inspection agencies will be tasked with checking 139 central bodies for any signs of misconduct.
There are about 380,000 Party members in central-level Party and government bodies, the commission said, and effective management will set a good example for the entire public service system as well as Party members at all levels.
It said blind spots existed. For example, there were no inspection agencies in the administrative bodies of the National People’s Congress and the National Committee of the Chinese People’s Political Consultative Conference, among other central-level administrative bodies.
In January last year, the commission established seven inspection agencies in several central Party and government bodies, including the general office of the Party’s Central Committee.
The latest move is another step forward, effectively covering all central Party and government departments.
The inspection agencies themselves will be under supervision.
Under the new system, 27 out of 47 agencies will be required to inspect multiple targets, a move designed to guarantee inspection agencies’ independence.
“These agencies have direct ties with only one department but supervise more, which makes them less attached and thus more independent. It’s easier for them to focus on their work,” said Yang Xiaodu, the commission’s vice secretary.
Since the 18th National Congress in 2012, China has intensified its anti-corruption drive and dealt with a large number of corrupt officials, including some who used to hold senior roles.
Yang said many central bodies were “tainted, and the anti-corruption situation there is arduous and complicated.”
