Driver jailed over fatal truck crash

A TRUCK driver who killed a village head in a controversial traffic accident in east China's Zhejiang Province was sentenced to three and a half years behind bars.

Yueqing City People's Court heard the case in a public trial yesterday morning.

Fei Liangyu, the driver, was charged by Yueqing People's Procuratorate with causing the traffic accident which led to the death of Qian Yunhui, a village leader who petitioned for years against officials who he claimed had illegally seized land from his village, Xinhua news agency reported yesterday.

Key evidence, a watch that Qian wore that day that had a video-recording function, was presented at the court. In the two-minute long video clip obtained from the watch, firstly Qian's face appeared, implying he was looking at the watch. After more than a minute of footsteps, tires squeal and car horns can be heard. Then after several seconds' chaos, the video abruptly ends, showing an image of part of the accident scene, Xinhua reported.

A team of experts ruled out foul play after reviewing the evidence, said Xinhua.

After the accident, Qian's friend Wang Liquan, took the watch and kept it at his home "to protect the evidence" as he claimed. Later Wang turned the watch to the police.

The court heard the 33-year-old Fei was driving the truck without a license on December 25, 2010 and fled the scene after knocking down Qian. The court showed leniency because Fei was cooperative during the investigation and compensated the family, the report said.

Qian's family reached a compensation agreement on January 18 with Fei, a quarry and a mine that he was working for. The three parties agreed to pay 1.05 million yuan (US$158,900). Fei will pay about 300,000 yuan while the two companies will pay the rest to "comfort the family," although no official ruling ordered them to do so.

Police in Wenzhou City confirmed that Qian was killed in an ordinary traffic accident after widespread rumors said that Qian was held down on the ground by others and then run over by the truck.

The police said an alleged witness to the accident, Qian Chengyu, claimed that he just saw the victim lying crushed under a wheel of a truck, but didn't see how he died. A lie detector test proved he was telling the truth.
