Elderly to receive special allowance

SENIORS over 80 years old will be eligible for a special monthly allowance from local governments, China's civil affairs minister said yesterday.

The Ministry of Civil Affairs will introduce the policy across the country after trial versions are launched in some regions, minister Li Liguo said at a national conference on aging in Kunming, capital city of Yunnan Province.

Li, deputy director of China's National Committee on Aging, added the government should also subsidize low-income and other disadvantaged seniors in obtaining nursing services.

Moreover, Li called on his colleagues to coordinate social security, social aid and other welfare programs to benefit all seniors.

There will be 24 million seniors older than 80 by 2015, according to Li.

However, the country has not prepared policies for this development, said Chen Chuanshu, a colleague of Li.

Chen said that although there were about 700,000 organizations for seniors, the participation rate remained "fairly low" in urban areas.

Since January 2009, Yunnan has provided a monthly allowance to seniors above 80 years old.
