Ex-traffic cop jailed for bribery scandal
A FORMER traffic police chief in Chongqing City was sentenced to 20 years in prison yesterday for taking bribes, protecting gangs and holding unaccountable assets.
Chen Honggang, 55, the former head of the Chongqing traffic police and Party chief of Nan'an District, was also fined 400,000 yuan (US$58,584).
The Chongqing No.5 Intermediate People's Court said it had recovered the 3.26 million yuan Chen received in bribes and seized 5.84 million yuan of his unaccountable assets. Chen did not say whether he will appeal after being sentenced.
The court said Chen owned 26 properties in the city, mostly bought at extremely low prices as developers offered Chen in exchange for preferential treatment.
For example, Chen bought an apartment building at 3,888 yuan per square meter while the market price was as high as 8,500 yuan in 2003. He later changed several bus routes to facilitate traffic around the complex.
Chen earned more than 1.42 million yuan from renting the apartments.
As the traffic police chief, Chen also received more than 400,000 yuan by selling car plates with lucky numbers such as 8888 and 6666.
The former police chief was also convicted of taking bribes from his subordinates and in return helping more than 20 of them get promotions.
Yue Chun, a former police officer-turned gang boss, was Chen's close friend. Chen covered up crimes committed by Yue's gang for years, the court said.
Chen denied the charge, saying he never took money from subordinate police officers because he knew they worked hard and had low salaries. He also said he had no clue that Yue was running a gang.
It was reported that Chen tried to commit suicide while in police custody.
