Father told to end petition for daughter
A PETITIONER who traveled to Beijing in an attempt to secure compensation for his daughter, who was paralyzed in a robbery, was detained in his home province of Henan and told to end his efforts.
Ma Mingliang was only released on bail from the public security bureau in Qixian County in Henan's Hebi City after signing an agreement to "permanently stop petitioning," reported local newspaper Orient Today,
He traveled to the capital to complain about the local court's enforcement of its compensation order for his 25-year-old daughter, who was stabbed in 2003.
Ma said she lives in poverty, bedridden and dependant on drugs and daily treatment.
The Hebi Intermediate People's Court sentenced the culprit to death and ordered him to pay 530,000 yuan (US$79,556) to the victim.
However, Ma's daughter received nothing as the convicted man had no money.
Ma urged the court to carry out its compensation order, and in 2007 he accepted 350,000 yuan from Qixian's poverty relief fund, in exchange for his silence.
But in May, Ma went to the capital in an attempt to petition the Supreme People's Court. He was followed by a police chief and a local official, who persuaded him to accept 4,000 yuan, with a promise to settle his request when he returned home.
Instead, Ma received detention, with a warning to give up his petition, the report said.
