Faults found in building of metro
AUTHORITIES in Guangzhou City have confirmed an online whistleblower's accusation that a metro line contractor covered up the fact that its concrete structure didn't meet design requirements which could lead to accidents.
The contractor of the northern extension of Metro Line 3 in the southern city concealed an inspection report °?showing substandard compressive strength (the amount of pressure materials can withstand) in connecting °?passages, according to the initial investigation by Guangzhou Construction Commission, Beijing Times reported yesterday.
A connecting passage is a corridor for metro crews and emergency escapes between two metro tunnels. Possible consequences of substandard concrete structures are the collapse of passages and the blockage of draining systems, experts said.
A new round of quality checks came after Zhong Jizhang, an engineer participating in the first round of quality inspection of the metro line, disclosed in his blog that the compressive strength of the concrete structure in the connecting passages didn't meet design requirements. The contractor, Beijing Chang Cheng Bilfinger Berger Construction Engineering Co Ltd (BCBB), refused to accept the report, Zhong said.
The Guangzhou construction authority will ask the constructor, supervisor, °?designer and the metro company to hand over all construction materials and quality reports. An independent team of °?experts will analyze the reports and reach a final conclusion as to whether potential safety issues exist or any remedial measures need to be taken.
Only one area in the passage met the designed compressive strength, while five others failed to reach 30 megapascals (a unit of pressure) as required. Based on that, the concrete structure was °?classified as substandard, Zhong said. When he asked about this issue later, he said that the contractor claimed it "had taken care of it."
BCBB produced a fraudulent positive report and the project passed quality inspection with other parties being kept in the dark, Zhong disclosed.
Guangzhou Metro says it has been monitoring the connecting passages since they completed construction in August 2009 and noticed no cracks, deformation or leaks.
