FedEx pair jailed for delivery fee fraud

TWO former employees of FedEx Hong Kong were jailed yesterday for understating the weights of customers' parcels on air waybills to steal more than HK$476,000 (US$60,459) in courier fees from the company.

Hong Kong's Independent Commission Against Corruption said the two were 41-year-old Victor Fung Hing-wai, former operations coordinator of FedEx and 33-year-old Alex Lo Ying-kit, a former courier. Fung was jailed for 15 months, Lo for 11 months.

Judge Anthea Pang Po-kam said the District Court had to mete out custodial sentences in view of their breach of trust placed in them by their employer in a fraudulent scam that had lasted one and a half years.

The court heard that Fung used two companies under his control, Leader Trading Company and Well Smart International Trading Limited, to conduct business with FedEx.

Under the arrangement, the companies used FedEx's services at a discounted rate. Fung then offered a lesser discount to customers, and pocketed the difference.

Fung invited Lo to join the business and agreed to share the profits with him.

Between June 2007 and September 2008, Fung and Lo understated the weights of a customer's parcels in 93 transactions from 2,110kg to 240kg, causing FedEx to lose over HK$206,000.

They also understated the weights of another customer's parcels in 47 transactions from 3,250kg to 330kg between January and December 2008, causing FedEx to lose over HK$270,000.
