Fugitive led respectable life
A fugitive murderer was arrested 13 years after his crime when he was discovered to be living a peaceful life and had even acted as a police assistant for a while under his "new identity" - legitimized by dozens of grassroots officials at his new residence.
Zhang Xiaoyu, wanted by police in his hometown after committing homicide in 1995, was seized thousands of kilometers away, but with a different name Xie Mingfeng and a decent job – sales manager of a coal mine, China Youth Daily reported yesterday.
Zhang, who ran away from his home Shangzhi City in Heilongjiang Province, began his new life in Qinshui County in Shanxi Province when he married a local woman, Liu Fen, in 1999 with the false name and fake identity he fabricated.
Zhang had made a fake identification card in Liaoning Province before.
Zhang then became a police assistant with his fake identity because of the recommendation by his father in law Liu Qi.
Liu Qi was former head of local supply and marketing cooperative and with ties to local organizations including then deputy police chief of the county Song Jianxin.
Song was disciplined after the seizure of Zhang.
Zhang kept the job as a police assistant until 2001 when he was sacked because of drinking on duty.
Zhang was then recruited by the state-owned Zhongcun coal mine in Qinshui in 2003, but was not a full employee as he was not as a registered local resident yet.
Liu Qi's brother or Zhang's uncle Liu Yuzhu headed the coal mine's trade union and he urged Liu Qi to help Zhang acquire local permanent residence.
At the time, Qinshui started its urbanization in 2002 and local farmers had to produce official certificates to verify their identifications and household before becoming urban residents.
The local authority of Xiguan Village in Qinshui's Longgang Town issued a fake certificate saying Zhang was a local farmer with a house in the village.
Zhang then applied for permission to become an urban resident in Qinshui which was approved by both the local police station and county public security bureau.
As he couldn't produce his original information, an officer even fabricated his personal identification code and from then on Zhang was legalized with his new identity until he was arrested on July 1, 2008.
Two officers who granted Zhang's application were convicted of abusing their power in October 2008, several others were disciplined.
The county police compensated the family of the victim over Zhang's case to a sum of 300,000 yuan (US$45,157).
