GPS to help Guangzhou cut cost of official cars

GOVERNMENT employees in Guangzhou, capital of the southern Guangdong Province, will have to pay 1.5 yuan (US$0.23) per kilometer for private use of government cars at weekends starting this year, a local official said.

Su Zhijia, the deputy Party secretary of Guangzhou, said a GPS (global positioning system) device would be installed on each government car as early as June to check unauthorized personal use of official vehicles and a 24-hour monitoring system would go into operation as well.

Su made the remark on Tuesday while meeting Han Zhipeng, a local political adviser who made a proposal to control the use of Guangzhou's 200,000 government vehicles last month.

Su said the charge would consist of the costs of fuel, management, depreciation and insurance, and Guangzhou Finance Bureau was working on the price. According to a trial in the city's Huangpu District, the cost would be at least 1.5 yuan per kilometer.

"The price has not been fixed yet, but it will certainly be cheaper than taking a taxi. It won't be a token payment either," said Su.

"After installing the GPS, government officials should think twice before using the official car," he added.

Han also suggested making public the GPS records and the names of those who used official cars for private purpose.

According to Zhang Jieming, director of Guangzhou Finance Bureau, the city now has 200,000 government vehicles. The municipal government will spend 520 million yuan to equip each car with a GPS and the management fee will reach 120 million yuan a year.

During last year's trial in the Huangpu District, each official car saved about 7,000 yuan on average, nearly a quarter of its whole-year expense, said Su. Thus, the 3,000-yuan cost for a GPS can be covered within half a year, he added.
