GPS used to track officials

A COUNTY government in Chongqing Municipality is using GPS to track officials in a bid to prevent disciplinary violations.

Youyang County officials must keep their GPS-enabled mobile phones switched on 24 hours a day. They have to reveal where they are when called by a monitoring center and if the answer doesn't match the GPS signal they face punishment, Chongqing Evening News reported yesterday.

A total of 239 government officials and department heads are being monitored.

Phone calls are made randomly to half of the officials twice a month, said Mu Yong, deputy Party chief of Youyang's disciplinary watchdog.

The system will prevent officials from visiting casinos or skipping work by using phoney excuses, Mu said. Since the system was introduced in April 2010, 82 officials have been warned for violations.

However, some Youyang officials said the system violates their right to privacy.

Some claim battery failure or that the phone is out of range to evade monitoring, according to the newspaper report.
