Generals write of nuclear success

CHINA'S top two nuclear forces generals say their troops have successfully built up a "strategic deterrence" by enhancing the country's intercontinental strike capability and creating a versatile missile inventory.

General Jing Zhiyuan, commander of the People's Liberation Army Second Artillery Corps, the force which controls China's nuclear weapons stockpile, and the forces' political commissar, General Peng Xiaofeng, co-authored an article in the Qiushi Journal saying the Second Artillery had developed into a versatile force which combined both nuclear and conventional missiles.

The Qiushi Journal, affiliated to the Central Committee of the Communist Party of China, often publishes articles written by ranking Party or government officials and influential scholars.

In the past three decades, General Jing and General Peng wrote, the Second Artillery took part in several major tri-service military exercises aimed at reiterating China's firm resolve to maintain territorial integrity and guard national security.

The Second Artillery is the most intelligent contingent among the PLA, the article said, with 78.2 percent of officers holding at least university degrees.

The force also includes the country's leading missile experts, including several members of the Chinese Academy of Engineering and capable commanders, it said.

Deng Xiaoping, the main architect of the country's economic and social transformation, pointed out three decades ago that China needed to develop a "capable nuclear shield" to "earn more say and a higher international status in a coming new world order."

In the 1990s, Jing said, the central leadership emphasized that China should build nuclear missile forces that were "in proportion with" the country's place in the world power hierarchy as well as a "sufficiently effective" conventional missile defence.

In the 21st century, the article said, the Second Artillery had taken new steps toward the construction of "information technology-dependent strategic missile forces".
