Government official accused of drug rape

A YOUNG woman has accused a local government official in the beach resort city of Sanya of a drug rape.

Police are investigating the claims by the 19-year-old woman who also posted her story on-line and raised 10,000 yuan (US$1,464) to help her case against the alleged rapist.

The woman, who declined to be named, offered evidence, including stained underwear, to support her case, Hainan Economic Daily reported.

The incident occurred on April 8 and she called police in her hometown Haikou on April 16. Haikou officers then referred the case to their counterparts in Sanya where she once spent a night at an apartment with the man she has accused – a 57-year-old official in the Sanya government.

The man has been identified as Xing, a mid-level official with the Sanya government who once served as chief representative in its Haikou office.

One of Xing's friends, surnamed Li, had invited the woman to have a cup of tea at a hotel at Ding'an County at the beginning of the month.

There the woman was introduced to Xing who promised her a job at a five-star hotel in Sanya. The woman said she would consider it and left her mobile number with Xing.

Xing called the woman on April 7 offering her work as a cashier at a five-star Sanya hotel. The woman agreed and was picked up by Yan, a friend of Xing, on April 8 at Ding'an County.

They arrived at Xing's apartment in Sanya in the afternoon. Xing suggested she stay with him to save money, she said.

At about 6pm, Xing went out to buy dinner locking the woman in his apartment but telling her this was for security reasons. After dinner they had baths separately and watched television.

After drinking a glass of water brought to her by Xing, the woman said she felt dizzy and passed out.

When she woke up the next morning, she was lying beside Xing, but had her clothes on. However, she said, her panties were damp and her private parts were sore.

Xing offered her breakfast and went out to buy food. She then took off her panties and hid them.

Later that day Xing called Yan to have dinner with them and Yan took the woman and returned her to Haikou at about 8pm.

Xing never mentioned the job again and the woman told her friends what had happened. They urged her to go to the police.

But before she went to the police the woman approached Xing asking him for compensation. However Xing denied raping her.

After she called police on April 16, Xing's friend Cai, who was with Xing when the woman met Xing for the first time in the Ding'an hotel, met her at a café in Haikou proposing a deal. Cai offered her 2,000 or 3,000 yuan in compensation but she said she was angered by this and demanded 100,000 yuan.

Eventually they agreed on 80,000 yuan but Cai never contacted her again. When she called him next he told her the money had not been prepared at that stage.

Sanya police have said they have the underwear and Xing has declined to comment on the issue.

A source familiar with Xing said the apartment in Sanya was government-owned and he used it for his accommodation.

One of Xing's colleagues, who declined to be named, told the newspaper that Xing suffered high blood pressure and had applied for retirement. His colleagues shocked by the report and thought it was unbelievable.
