Graft boss executed
The former top justice official in southwest Chongqing City was executed yesterday, the highest ranking "protective umbrella" toppled in the city's crackdown on gang crimes.
Upon hearing the news, Chongqing residents paraded to the streets with banners reading, "Wen dies, Chongqing's safe." They celebrated with firecrackers at the gate of Chongqing People's Procuratorate.
Wen Qiang, 55, former director of Chongqing Judicial Bureau, was convicted in April of taking bribes, shielding criminal rings, raping a school girl, and failing to account for his cash and assets.
Wen served as the city's deputy police chief from 1992 to 2008. His complicity fostered the city's rampant criminal underworld and he made the rules under which it ran.
Wen appealed his death sentence in April but the Chongqing Higher People's Court upheld the sentence. The Supreme People's Court reviewed the case and approved Wen's death penalty, Xinhua news agency reported.
"The facts are quite clear, the evidence is concrete and abundant, the conviction is accurate and the punishment is proper," it said.
The Chongqing No. 5 Intermediate People's Court sentenced Wen to death this April after finding him guilty of taking more than 12 million yuan (US$1.8 million) in bribes in exchange for promotions and favorable treatment.
Wen was also convicted of shielding five major crime gangs in Chongqing after taking 756,500 yuan.
His sister-in-law Xie Caiping, 46, was the "godmother" of Chongqing's criminal underworld. She was given 18 years in prison for running casinos and bribing government officials.
Wen failed to account for the sources of more than 10 million yuan in personal assets. And in August 2007, he raped a university student after getting her drunk.
Wen was caught on August 7. Investigators said they were stunned by hordes of cash hidden under a pond in his yard.
