Guangdong stall owner has 11 ribs broken in row with urban management team

A STALL owner in Zhanjiang in south China’s Guangdong Province had severe fractures of 11 ribs after having a fight with an urban management team, or “chengguan,” during a crackdown on night food stalls, and three assistant officials on the team also were injured.

The injured stall owner, surnamed Liang, said he was attacked by more than 10 people while the urban management team members said they were threatened with a knife and were manhandled. The details of how Liang’s ribs were fractured were not yet disclosed.

China’s “chengguan” are often criticized as using a violent approach to tackling low-level, urban and non-criminal regulation violations. Reports about urban management law enforcement units often make the news due to accusations that “chengguan” officers beat vendors and smash their stalls.

Police are investigating the case.
