Guangzhou mulls light pollution charge
GUANGZHOU city government is considering introducing a charge on light pollution in a national first.
The capital of south China's Guangdong Province is researching the new fees, but there are no specific laws covering the levy, today's Guangzhou Daily reported.
Currently, pollution charges are levied on waste water, gas, noise and solid garbage, according to Guangzhou's environment authority.
Doctors said light pollution, mostly from lighting on commercial billboards and reflection from glass walls, can cause eyesight damage, insomnia and dizziness.
Lighting on Guangzhou's Beijing Road in Guangzhou is rated up to 60 times higher than international standards for commercial areas, according to Dr Li Mingguang from Guangzhou Environmental Protection Institute.
Shanghai introduced a regional standard on light pollution in September 2004.
