HK commits to improving air quality

THE Hong Kong government will enhance cooperation with authorities and Hong Kong-owned factories in Guangdong province to improve air quality, Chief Executive Leung Chun-ying said yesterday.

During the delivery of his policy address, Leung said that data collected between 2010 and last year showed a continuous improvement in the region’s overall air quality and that he expects it to improve further in the years ahead.

The government is working with authorities in Guangdong to explore the feasibility of requiring sea-going vessels berthing at ports in the Pearl River Delta to switch to cleaner fuels, he said.

“We also plan to allocate HK$150 million (US$19.3 million) to extend the Cleaner Production Partnership Program to encourage Hong Kong-owned factories in Guangdong to adopt cleaner production technologies,” he said.

The government will also soon introduce legislation to require non-road mobile machinery newly supplied for local use, including generators and excavators, to comply with statutory emission standards, he said.

In regard to waste management, Leung said that despite enhanced efforts to promote waste reduction, the city’s three existing landfills will be full within five years.

The extension of landfills and the development of waste-to-energy facilities are essential to deal with the problem.

A new organic waste treatment facility that will convert food waste into electricity is expected to go into operation in 2017, he said.

As for energy saving, Leung said the government has set a target to cut electricity consumption in official buildings by 5 percent over the next five years.

Authorities will work with stakeholders, and public and private organizations to foster a low-carbon and livable built environment to reduce Hong Kong’s overall electricity demand, he said.
