Hundreds charged over bribes to reduce jail terms

Prosecutors have charged 525 people with various offenses in relation to 213 cases where bribes are said to have been paid to reduce jail time or gain parole.

The Supreme People’s Procuratorate said the charges followed visits by prosecutors to 19 provinces and cities last year in its latest crackdown on judicial corruption.

It said the list of offenses included bribery, neglect of duty and abuse of power.

Prosecutors also suggested authorities punish 39 judicial officials for violating Party discipline but gave no further details.

Prisoners can ask for parole, call for a reduced sentence or apply to serve sentences outside prison because of illness or for their contributions to society while behind bars. However, this would appear to present a loophole used by some individuals who fabricate medical records or bribe guards and judicial officials.

In 2007, Zhang Hai, former chairman of a drinks company, was jailed for 15 years for misappropriating about 206 million yuan (US$32.94 million).

He had his sentence cut by five years on appeal in 2008 and it was later reduced by another four years, partly because of inventions he is said to have made in prison. He was released in 2011 and went overseas.

However, it was later revealed that he had hired others to “invent” a type of mirror for cars and had falsely claimed it was his idea.

It was also found he had bribed 24 people, including a judge, two lawyers and 11 prison guards, to fabricate documents about his good behavior.

Some of those involved have been jailed while others are still under investigation.

Among those jailed were Wang Chengkui, former deputy Party chief in Guangdong Justice Department, and Guo Zichuan, former section chief in the Guangdong Prison Administrative Bureau. Zhang’s current whereabouts are unknown.
