ID scam sentences upheld

A HIGHER court in southwest Chongqing City has upheld sentences ranging from three years to life imprisonment against 27 people who falsified medical records to claim 4.49 million yuan (US$678,000) in reimbursements from medical insurance funds.

The Chongqing Higher People's Court handed down the final verdict to the offenders who created bogus medical records and identification cards for more than 300 "cancer patients," who didn't actually exist, to cash in on the fund from 2007 to last year, reported yesterday's Chongqing Evening News.

Under China's health care policy, a resident can claim back part of their medical fees if they produce a valid ID card, medical certificate and medical bill. People with cancer can receive more than other patients.

The major offender, Liao Xianquan, 35, from south Guangdong Province, first gained 4,000 yuan in reimbursement from the health bureau in Xiushan County, using fake cards and records. Lured by the windfall, Liao, his wife, Tang Xiuyun, and brother-in-law, Wang Xinghong, called others join the scam.
