Improving livelihoods key to eliminating conflict

PRESIDENT Xi Jinping has pledged to resolutely crack down on terrorism and secessionism to ensure China’s security and stability.

Terrorism is the “common enemy of the people,” the president said on Friday at the 14th group study session on national security and social stability held by the Political Bureau of the Communist Party of China Central Committee.

But with improving counter-terrorism systems and abilities, the country and its people can build a “wall of bronze and iron” to combat it, he said.

“(We must) make terrorists become like rats scurrying across a street, with everybody shouting ‘beat them!’” he said.

Resolute and decisive measures must be taken, and high pressure must be maintained to crack down on violent terrorists who have become swollen with arrogance, Xi said.

Such groups ignore basic human rights, trample humanism and justice, and challenge the bottom line of human civilization. It is neither an issue of nationality nor of religion, but the common enemy of people of all nationalities, he said.

The president also emphasized the fight against secessionism, and the promotion of ethnic unity and common prosperity.

He called for a resolute strike against secession, infiltration and sabotage by hostile forces both within and outside China.

All regions must shoulder responsibility and cooperate to maintain national security and social stability, which are essential for deepening reforms and realizing the Chinese dream of national rejuvenation, Xi said.

While the country has managed to remain stable in providing a sound environment for reform and opening up, challenges to national security and social stability are increasing, he said.

People must keep clear minds to effectively prevent, manage and settle these security risks, he said.

Importance must be attached to both external and internal security, homeland security and the safety of its people, as well as traditional and non-traditional security, Xi said.

To safeguard national security, the country must promote development in a more comprehensive, coordinated and sustainable way and improve people’s livelihoods so as to eliminate sources of social conflict, he said.

Xi also called for better systems to protect people’s legal rights, so social conflicts can be settled effectively.
