Land compensation scam in Hainan

TWO officials have been detained for allegedly falsifying compensation claims for land expropriated for a nuclear plant project, a prosecutor on Hainan Island said yesterday.

Chen Aimin, head of a station of the bureau of land and resources in Changjiang County, and Zheng Fuheng, a village officer, were charged with assessing the appropriated land and distributing compensation.

An initial investigation showed they collaborated in illegally earning 126,765 yuan (US$18,580) by reporting an extra 0.4 hectares of land or forest areas to land expropriation authorities, said a prosecutors' office official.

Residents of Sanlian Village, where a key nuclear plant project is to be built, reported the suspected scam to the county-level prosecutors' office early this year, which prompted investigators to resurvey the land.

Prosecutors will investigate further before proceeding.

Construction of the first phase of the 30-billion-yuan nuclear plant is expected to begin in October.
