Lawmaker nabbed over graft

A LAWMAKER in east China's Zhejiang Province has been removed from his post for severe disciplinary violations as he was allegedly embroiled in corruption involving two local billionaires.

A spokesman for the Organization Department of the Communist Party of China Central Committee said yesterday that Zhang Jiameng, deputy chairman of Zhejiang Provincial legislature, was sacked after he was taken into custody by the disciplinary watchdog on April 2.

The authority did not release any further details.

Allegations have been rife among media outlets for more than six months that he was incriminated in cases involving Huang Shannian and Wang Yuanwan, two renowned billionaires in Zhoushan, Caijing Magazine reported.

Zhang is a native of Zhoushan and worked in the city as vice mayor and Party chief for more than 30 years before he was promoted to be the deputy head of Zhejiang legislature in 2008. The magazine quoted an insider saying Zhang was very well connected.

Huang and Wang were taken in for investigation last September. They were said to have had close ties with Zhang who granted them preferential treatments in land deals and project approvals.

The most disputed project in the cases was a plant that produces paraxylene, or PX, a poisonous chemical. The factory, owned by Wang, received a green light from the city government despite frequent protests from local residents. The plant was almost completed when Wang was detained.

Another controversial project was a ship factory built by Huang's company. It gained approval from the Zhoushan government and construction began long before it was approved at the national level.

The magazine cited an insider as saying that Zhang promoted these projects and was rewarded with a Shanghai villa for his efforts.

Zhang was the first ministry-level official to be sacked this year.

A nationwide corruption sweep nabbed 10 ministry-level officials and more than 220 departmental officials in 2009, according to the Ministry of Supervision.

Since last August, several former provincial and ministerial officials have been expelled from the Party and found guilty of corruption.

The list includes a former Supreme People's Court vice president, Huang Songyou.
