Lawyer wants court to rule delayed lottery draw invalid
A LAWYER in northwest China has filed a lawsuit after a lottery draw delay sparked speculation of foul play.
Yong Jijun, who described himself as a loyal buyer of lottery tickets, is calling for an explanation for the delay and for the result to be declared invalid.
His lawsuit names China’s Welfare Lottery Distribution and Management Center, Ningxia Welfare Lottery Distribution and Management Center and Beijing Fangyuan Notary Public Office.
The case has been accepted by a court in Ningxia Hui Autonomous Region’s Yinchuan City.
The Union Lotto (also known as the Double Color Ball) draw was due to be broadcast live on TV at 9:30pm on January 25.
However, China’s Welfare Lottery Distribution and Management Center issued a statement online saying it could not start on time because of a sales data transmission failure.
Then, around 11:40pm, it was announced that a 20-year-old migrant worker in Guangzhou in south China’s Guangdong Province had won 100 million yuan (US$15,975). A video of the delayed draw, which had taken place around 11:20pm, was broadcast at 1:30am on January 26.
However, there was widespread speculation about foul play after it was noted that the winner was described as a Guangzhou man who was the “first 100 million yuan winner.”
Some online posts attached a link to a story in the Southern Metropolis Daily in 2013, which had said then that a Guangzhou man was the “first 100 million yuan winner.”
The Ministry of Civil Affairs later apologized for the delay, citing problems with data collection. As a result, the lottery sales figure could not be calculated, leading to the delay, it said.
Yong said the draw should be declared invalid as he claimed it was not in accordance with lottery regulations. He said there was an obligation to start the draw at the promised time.
