Leaning building passed safety checks in one day
A NEWLY finished residential building, which is listing by as much as 11.3 centimeters in a central China city, has passed quality inspections by five departments in one day.
Large banners saying "tilted building" can be seen on the balconies and windows of the No. 26 building in a residential complex in Xinyang City, Henan Province.
Apartment owners found the maximum list was 11.3cm after the building went into use in August, the Dahe Daily reported yesterday.
The local housing authority ruled the main cause of the lean was an uneven settling of the building's foundations, after an initial investigation in September.
Now workers are correcting the tilt by drilling holes on one side of the foundation where it has settled less, so that the building can straighten using its own weight. The whole project might take two months, workers said.
The involved departments refused to take responsibility. The contractor, Huayi Zhiye, said they had followed standard building procedures.
Xinyang's housing authority said first they need to find out which step went wrong, from design, construction, and supervision to inspection. The party who was in charge of the flawed step should be blamed for. They said the investigation is still ongoing.
"The building passed quality checks from all the administrative departments in just one day. So who can we trust?" An owner surnamed Cao said, showing documents signed by the contractor, builder, supervisor, designer and inspectors which were all dated July 16.
