THE Party will make significant progress toward realizing “mechanization and informatization” by 2020 and build a system capable of “winning an informationized war.”
It will also “effectively fulfil the mandated mission of building modern military strength with Chinese characteristics,” it said in a document released yesterday on the proposals for the upcoming five-year plan.
China will advance the “rule of law” over the armed forces, and achieve its reform goals by 2020, it said.
