Man run over, killed while lying in street

Police are investigating whether the driver of a vehicle that ran over and killed a man who had collapsed in the street should be held criminally liable.

Wu Songzhou, 47, ran over Chen Xiwen, 57, on Sunday afternoon as he lay apparently unconscious on a road in Yuhuan County, east China’s Zhejiang Province, Zhejiang Satellite TV reported yesterday.

Footage taken from surveillance cameras at the scene — in the village of Chumendongxi — show Chen being run over by a sedan car as it made a right turn.

Wu claimed not to have seen Chen, and said he was unaware that he even had run over him until a passerby flagged him down and told him what had happened.

The footage also showed Chen arriving at the scene about 8 minutes earlier. He appeared to be drunk or sick and was staggering. As he crossed the road he toppled over and lay motionless.

In the short time before his death, 23 people and four vehicles were seen passing him by. Just one person went to his aid.

The solitary Good Samaritan was an elderly, unnamed woman, who seemed to recognize Chen and tried to rouse him. When she failed, she went to fetch his family.

By the time they returned, however, Chen was dead.

Wu agreed to pay compensation of 260,000 yuan (US$41,600) to Chen’s family, while the dead man’s insurance firm said it will pay out 220,000 yuan, sina.com reported yesterday.

Police have not said if Chen was inebriated at the time of his death.
