Man savagely beaten, mistaken for petitioner

A traveler to Beijing who was mistaken as a petitioner was beaten up, escorted back to his hometown in central China's Henan Province and left unconscious with brain damage on a street.

Zhao Zhifei was found lying on the roadside alone, soaking wet and passed out in the city of Luoyang on September 16. He suffered severe brain injuries and multiple wounds over his body, The Beijing News reported yesterday.

Zhao shared a room with three strangers in a hostel after arriving in Beijing the previous day. Around midnight, he was forced into a van by 10-plus people.

They assumed Zhao was a petitioner because one of his roommates, Wang Haijun, also a Henan native, came to lodge complaints. Jiao Qingzhou and another man accompanied him. The three shared a room with Zhao.

The group of people barged into their room, told them to get dressed and get out. After the four were forced into a van, their wallets and mobile phones were confiscated, Jiao told the newspaper.

When Zhao confronted them, a man hit him in the head with his elbow several times. Several others then beat him up, the report said.

During the trip, the van stopped to let people use the restroom. Two people held Zhao and bashed his head against the car. Zhao was knocked out and carried into the van, Wang said.

About this time, Yang Qi, director of the petition authority in Luoyang's Gucheng township, received a phone call from Liu Hongzhou, a worker with the petition authority's Beijing office, saying he had sent the petitioners back home.

In China, many local governments try to prevent residents to go to the capital to lodge their complaints.

The van dropped them off at a police station in Luoyang on the morning of September 16. Wang received a warning and they were all released.

Because they didn't know Zhao and didn't have phones to call for help, they left him alone on the street.
