Men sent dozens to beg abroad, took 40% of cash

TWO men were detained for organizing groups of seniors and disabled people to beg in Southeast Asia, police in Henan Province said yesterday.

More than 40 people, most older than 70, were sent out in the past three years to beg or extort money by faking accidents in Malaysia, Singapore and Thailand. Each could earn 10,000 (US$1,603) to 20,000 per trip, police said.

The suspects, Wang Xiaoma and Shao Tianguo, would then take 40 percent of their income as commission.

Police said Wang and Shao had made a fortune by organizing dozens of villagers from six places across Henan Province to beg overseas since 2007. Some had been repatriated while some were still begging abroad, police said.

The two were detained for the crimes of organizing others to illegally cross the national border and use of false emigration papers.

The case is the first of its kind in Henan and also is rare in China, officials said.

The case caught police attention in October when 10 seniors applied for passports in the entry and exit office of Zhengyang Prefecture police. The 10 seniors, all illiterate or semiliterate, from poor families and some disabled, claimed that they were about to embark on trips to Malaysia, Singapore and Thailand.

Police found that 40 seniors with similar conditions had applied for passports. They all left the same phone number and address as contact information. After questioning, the would-be travelers confessed that they were planning to beg in those countries.
