Mom told to pay big fee for 2nd kid, or else
A BUSINESSWOMAN in the eastern province of Zhejiang was told by a local family planning official to pay 860,000 yuan (US$126,000) instantly for her second child, or the fine could be doubled the next day because she was at the mercy of local government.
An audio record quoting the official was published on the Internet on Tuesday and immediately sparked outrage, the Hangzhou-based Youth Times reported yesterday.
The official, surnamed Dai, was a family planning deputy director in Lucheng District of Zhejiang's Wenzhou City.
She was recorded by the businesswoman, identified as Huang, during a phone call.
Huang bore a daughter in April 2004 when her son was five and then moved to Dapu County in Guangdong Province for business.
Dapu authorities had planned to fine Huang 64,850 yuan for bearing a second child but reconsidered because her permanent residence was in Wenzhou.
They then informed their counterparts in Lucheng, which demanded 860,000 yuan based on Huang's income. Huang called Dai for fair treatment but was warned in the phone call.
The bureau readjusted the figure to 1.1 million yuan in August 2008, the highest ever in Wenzhou. The bureau director said it was mainly based on an estimate of Huang's income. Huang filed a suit, which was upheld.
Huang denied uploading the record on Internet, saying it was recorded long ago and she had no idea what happened later.
Dai confirmed what she said but emphasized she was on Huang's side when telling her what to do.
