More school for disabled youngsters
DISABLED children in Zhongshan, south China’s Guangdong Province, will from this year be entitled to 15 years of free education, local authorities said yesterday.
With effect from March, all disabled youngsters in the city will get three years’ pre-school education in addition to the 12 years’ tuition from elementary to high school, the education bureau said.
The initiative is part of Zhongshan’s 2014-20 program to improve education for the disabled, which was carried out by eight city departments including the education, sports, development and reform bureaus.
Under the new plan, educational expenditure for children with disabilities — such as learning problems, autism and cerebral palsy — should be no less than 10 times that allocated to a general student; while for those with hearing, sight or communication disabilities it should be not less than eight times the equivalent amount for a general student.
A special educational foundation will also be established to manage the construction of facilities for disabled students, while schools in the city will be encouraged to accept more students with disabilities, officials said.
Last year, subsidies for special needs education in China was about 410 million yuan (US$66 million), or about 650 percent more than in 2013, according to the Ministry of Education.
