Murder suspect rehabilitated and paid for damage

POLICE in Leibo County, Sichuan Province said they would offer a state compensation of 100,000 yuan (US$15,098) to Luo Kaiyou who was detained for 21 months about 20 years ago on suspicion of murdering his wife and was proved innocent recently.

The police also held a public meeting yesterday to clear Luo's reputation and offered three other men who were detained with Luo the same amount of compensation, the Western China Metropolis reported today.

Luo was offered a job as a government employee but he said he was not satisfied with the compensation.

Luo was suspected of murdering his wife Li Peixiang in 1989 and was held in custody for 21 months together with his father and brothers. They were released in October 1990 due to "lack of evidence," but Luo found himself ostracized by people in the village.

It turned out that Luo's wife left home secretly to marry another man and was spotted in Tianjin recently by a friend of Luo.

In the open meeting held in his village yesterday, Leibo police displayed the evidence to the crowd that Li is still alive. Feeling excited, Luo spoke loudly to the villagers, "I'm not the murderer! I am back!"

Police said the 100,000 yuan included 75,000 yuan for damages caused by detention and 25,000 yuan for psychological damage. But Luo was not satisfied.
"I've spent about 1 million yuan to find my wife, which ought to be the police's job," Luo told the newspaper. "So I will take some time to consider my compensation."
