Murderer gets leniency after paying victim's family big sum
A former real estate mogul in Chongqing Municipality was given a suspended death penalty for hiring henchmen to kill the only son of a family who refused relocation requests.
The Chongqing Higher People's Court gave Xiang Shiquan the lenient sentence because he had promised the victim's family enormous compensation in exchange for their forgiveness.
Xiang had been sentenced to death late last year by the Chongqing No. 2 Intermediate People's Court, the court of first instance, since he was found guilty to hire several ex-convicts and the unemployed to kill Cui Jun in September 2007.
Xiang initially proposed 1.5 million yuan (US$220,259) in compensation in an attempt to persuade Cui's family to give up their demand for capital punishment on him but was refused by the latter.
However, the amount for compensation set by the court of first instance was only 177,000 yuan. Both Xiang and Cui's family declined to tell the amount of money they agreed on.
The Black Dragon Group headed by Xiang started relocating people from a community in Chongqing's Wan'an District at the end of 2004 but without government approval.
Two families, including Cuis, refused to follow the developer. Xiang then hired four thugs to teach Cui a lesson and stabbed him to death.
One of the four thugs, Shi Guanghui, is still at large while Cui's mother Qin Wanlan told Chongqing Business Daily that she wished to see Shi's arrest in her remaining years.
