No change released in family planning law, authorities say
AUTHORITIES today denied a change in family planning law allowing couples with only one spouse from a one-child family to have a second baby, despite reports to the contrary.
The National Health and Family Planning Commission said no new documents mandating such a change have been issued and there is no definite timetable to issue any such new policy, the People’s Daily Online reported today.
Current policy allows exceptions to the one-child rule, such as when both parents are from a one-child family.
Caixin.com had reported that the government had decided on the new policy and was expected to announce it after the end of the Third Plenary Session of the 18th CPC Central Committee on Tuesday.
Caixin.com said the announcement could be made this week.
The commission denied the report and said the central government was still discussing the issue. The commission said they haven’t seen any official document and don’t know when any policy change could be announced, while it is also closely following the issue.
Mao Qun’an, spokesman for the commission, said on Monday that the commission has done studies on population quantity, quality, structure and distribution and that the nation will stick to family planning for a long time.
He said perfecting population policy is an important responsibility of the commission, as the policy should keep a low birth rate while considering people’s demands, social and economic development and population structure.
A large-scale family development research effort will be overseen by the commission. Starting next year, a total of 30,000 families from 30 provinces, autonomous regions and municipalities will be studied in regards to their structure, health status, medical condition, child raising, children’s health, elder care, marriage, income and housing to set up a database on families.
Staff training for the effort has started recently.
Liaoning Province did such a study as a pilot project this year.
