Official detained after baby killed by his van

A township official and his driver have been detained after their van rolled over a 13-month-old boy during chaos as family planning officials argued with the boy's parents over fines for breaking the one-child policy.

The Qingxiang community Party chief surnamed Bai and his driver surnamed Cheng are now in police custody after Monday's tragedy in Wenzhou City, Zhejiang Province, a local newspaper reported today.

Chen Liandi, the boy's father, said several family planning officials came to his home near noon on Monday, demanding social compensation fees for violating the one-child policy.

When he was pulled outside by his jacket, he saw his wife already sitting in the van with seven or eight officials. His two daughters were standing outside.

"I wanted to hand my son to my wife, but someone suddenly pushed me away and my son fell to the ground. At that moment, the van moved and crushed my boy underneath," he told the paper.

Police are now investigating the case, the paper said.
