Officials to pay fine for couple’s baby

A COUPLE in southern China,  who were given a permit to have a second child only to have it withdrawn, are going to have the baby. But the fine for contravening China’s one-child policy will be paid by their local family planning authority.

Officials from the family planning authority in Guangxi Zhuang Autonomous Region’s Wuming County visited the couple at the weekend to apologize for the mistake in giving them the permit.

According to the county government, the couple was not eligible to have a second child but because the family planning authority made a mistake, the officials who issued the permit will pay the fine, Xinhua news agency said.

The husband, surnamed Luo, said they had accepted the apology and decided to have the baby.

The couple from Nayang Village in Wuming applied to have a second child in May and received a permit in June.

However, after the woman became pregnant, the couple was told the document had the wrong date and had to be returned to be corrected.

Then, officials called to say the couple failed to meet the conditions for a second child.

They said there was confusion over conditions which were amended in 2012.

Previously, a couple could have a second child if the husband was living with his wife’s family which had only daughters. The amended rule says the wife’s family should have only two daughters.

Since Luo’s wife has three sisters, the couple are not eligible under the amended rule.
