Orphans chained to chairs in rural welfare home

THE chief of a children's welfare home in Zhejiang Province has been suspended after two mentally retarded children were found chained all day long in the room, today's People's Daily reported.

Two boys, aged six and nine, were chained to their chairs in the welfare home in Cangnan County and their caretakers said they had to bind them because they have mental problems and are prone to attack other children.

A deputy chief of the welfare home admitted poor management and staff shortage that caused the problem.

After the scandal was exposed by the media, Cangnan County Civil Affairs Bureau recruited nine workers to look after the orphaned children in the welfare home, and the furnishing of a new facility has been speeded up so that all the children can move to the new home this week.

Local disciplinary inspectors have started a probe into the scandal for possible dereliction of duty.

A total of 21 orphans with mental or physical disabilities live in the welfare home and they were tended by four local village women.
