Party goes for quality in officials
The Communist Party has been improving the quality of its officials by selecting the most competent and sacking the corrupt.
Officials used to be selected or promoted because they had been in their posts during rapid GDP growth, or through length of service.
Quality and sustainable development, rising standards of living and social harmony are now included in the mix.
In June 2014, it was decided that young officials should be given more opportunities to work in remote and impoverished areas to gain experience. Those who distinguished themselves would be promoted.
The Central Commission for Discipline Inspection recently completed inspections that, over the past five years, have swept through local governments, public institutions, state-owned enterprises, financial institutions and universities.
As a result, more than 40,000 Party leaders and others have been removed from part-time “jobs” in enterprises.
A Supreme People’s Procuratorate report in March said graft cases of over 17,000 low-level officials had been handled over the past year.
