Penalties over children's hospital scandal

THE Party boss of a Hunan Province children's hospital has been expelled from the Communist Party of China and seven other officials reprimanded for using industrial oxygen to treat children for more than 10 years.
Li Xilian, Party secretary of Chenzhou Children's Hospital, has also had her salary cut, according to Xinhua news agency today.
She used her influence to make the hospital buy oxygen from Chenzhou Industrial Gas Co Ltd, owned by her husband Chen Heping.
Chen is under police investigation as his company was not qualified to produce medical oxygen, which must be at least 99.5 percent pure, with foreign substances such as carbon dioxide extracted, according to an earlier report.
Police found Chen's company sold more than 30,000 bottles of the problematic oxygen to the children's hospital since 2006, the report said.
Jiang Zhi, the hospital official in charge of oxygen, received a warning and was sacked from his post for failing to stop the illegal use.
The vice head of the hospital Lian Yimin was reprimanded. Wu Zhijian, Yang Jianjun, Zhou Kai, Chen Yaguang, officials with the Chenzhou No.1 People's Hospital, to which the children's hospital was affiliated, were reprimanded too.
Lian explained that the gas bought from Li's husband had the trademark of Xuhui Gas Co Ltd, Chenzhou's only licensed medical oxygen supplier, and said the hospital was incapable of distinguishing between the two kinds of oxygen.
Industrial oxygen sells at 7 yuan (US$1.03) per 40-liter bottle, compared to 30 yuan for medical oxygen. The carbon dioxide and acetylene mixed in industrial oxygen can damage the respiratory system and cause lung infections, according to Wang Jishan, vice principal of Peking University People's Hospital.
A whistleblower revealed the scandal and parents of more than 40 patients have linked their child's illnesses to bad oxygen.
