CHINA will put in place a system of conservation standards to cap energy consumption for all major energy-intensive industries by 2020, the State Council said yesterday. According to a circular, governments at all levels must invest more in research and personnel training for standardizing energy conservation. Eighty percent of the energy efficiency standards should be on a par with international norms, the circular said.
