Planners probe villas on top of shopping mall roof


PLANNING authorities in Zhuzhou, a city in central Hunan Province, are investigating four two-story villas built on top of a shopping mall following public disquiet.

The villas stand on the four corners of the roof of the eight-floor Jiutian International Plaza in downtown Zhuzhou.

Each covers nearly 500 square meters and all have bedrooms, kitchens and balconies, but the developer, Zhuzhou Jiutian Real Estate Company Ltd denied allegations that four top company officials had built the villas for themselves.

A deputy manager surnamed Cai said the roof villas were just "part of the design and supporting facilities of the shopping mall," and the company had planned them as offices, yesterday's Sanxiang City Express reported.

Cai produced property ownership certificates to prove the company rather than individuals owned the villas and that the project was legal.

Zhang Min, director of office of local planning bureau, said the results of its investigation would be published today. He refused to disclose any more details, the paper said.

An unnamed urban planning expert told the paper that it was "incomprehensible" that Jiutian Real Estate would have been given permission for such an unusual construction on the roof.

Online, there were questions over possible corruption and internal trading involving officials and authorities.

Others questioned the safety of the construction if the houses became damaged in the event of heavy winds.
