Police bureau refuses to compensate

A PUBLIC security bureau held responsible for the death of a suspect in detention has declined to pay 580,000 yuan (US$87,334) in compensation to the victim's family, saying it will demoralize its officers.

The couple was astonished when they saw their son Li Jiyi's corpse, covered with bruises, one day after he was detained by the public security bureau for allegedly stealing a motorcycle on December 13, 2002 in Qiongzhong Li and Miao Autonomous County.

Four policemen received jail terms ranging from two years, with a three-year reprieve, to 13 years in August 2008 for beating Li to death.

The police officers initially claimed Li was responsible for his own death, People's Daily reported yesterday.

Meanwhile, a higher court upheld the ruling in June that the bureau should pay compensation to the parents.

However, since the ruling, the couple has received nothing.

In a written reply to the court's enforcement office, bureau authorities said the court should think twice about the "social effect" of its ruling.

The bureau said the jail terms for the four convicted officers was severe enough.
