Police detain officer who threw baby to the ground

A POLICEMAN in the central city of Linzhou, who initially received  only 15 days of disciplinary confinement after throwing a baby girl to the ground and fracturing her skull, has been detained.

Guo Zengxi, 50, is suspected of intentional injury, Linzhou officials said yesterday.

Previously, Guo had just served a 15-day confinement as punishment for “violating police discipline” and no other charges had been filed.

An investigation team has been set up in response to anger voiced by the public, said Guo Fajie, head of the public security bureau of Anyang City which governs Linzhou.

“The policeman involved in the baby attack was put under criminal detention on Saturday night and was transferred to a detention center in Anyang City this morning,” Guo said yesterday.

Public security and health authorities in Linzhou have sent staff to accompany the seven-month-old girl, Yueyue, to Beijing for further medical examination, Xinhua news agency reported.

Though the baby’s life is not in danger, it is very likely that she will suffer distressing after-effects, doctors told Xinhua.

The Legal Evening News reported that Guo and several others were drunk when they saw a couple carrying a baby near a karaoke venue on July 20. Guo bet that the baby was just a doll but was teased about his claim. Angry at being contradicted, he hurled the baby to the ground to prove he was right, the newspaper reported.

‘Intolerable’ incident

The incident was made public when Zhai Jianzhou, director of the city’s People’s Congress, described the incident as “intolerable” at a meeting in late July.

Guo had claimed he was sure the girl was just a toy after touching her face and hands, the newspaper said.

The girl’s father, Li Qingfeng, said: “I didn’t know why he dashed my daughter. I hadn’t offended him at all.

“I had thought he might just cherish my daughter and I didn’t prevent him from touching her,” Li said, adding that he was stunned when Guo suddenly grabbed the child from his arms, held her above his head and then threw her to the ground.

The couple rushed their child to a local hospital where she was treated in intensive care, and the men were surrounded by a crowd until police arrived, the newspaper said.

Sources said Lin had still been working for police after his 15-day confinement.

Records show that Guo has been in the police for 30 years and had been a station chief. He worked in the logistics and financial department but was off-duty at the time of the incident.

The newspaper reported that Guo said he was “under heavy pressure” and suffering from diabetes and heart problems. He said he felt ashamed, but didn’t say anything about the incident.

In Beijing, a man was detained by police late last month over the death of a two-year-old girl who had been taken from her stroller and thrown to the ground after a parking row with her mother.
