Police probe death of disciplinary official

POLICE have launched an investigation into the death of a disciplinary official in Suihua, northeast China’s Heilongjiang Province, who died a month after allegedly being attacked and beaten by two masked men.

Fan Jiadong, 46, was discovered lying on the ground in Suihua on April 2, Xinhua news agency reported yesterday.

Police claim he told them he had been assaulted by two masked men wielding sticks, who then fled in a vehicle with no license plates, the report said.

Prior to the attack, Fan had traveled to Beijing on several occasions to complain about the misuse of tens of millions of yuan of public funds by local government officials.

In the wake of the attack, rumors circulated online that he had been the victim of a violent plan to silence him.

Fan was discharged from hospital on April 21 after being treated for multiple fractures. On May 1, however, he complained of feeling ill and decided to return to the hospital. He died en route, the Xinhua report said.

Caijing magazine said that Fan’s job involved listening to complaints about officials made by the public. During his investigations he would sometimes travel to Beijing to get advice or support from his superiors in the capital.

His last visit to Beijing was on February 12, at which time he accused local government officials of disciplinary violations, the report said.

His complaint regarded the acquisition in 2012 of a plot of farmland by the local government. Authorities then allegedly spent 50 million yuan (US$8 million) building a new government building on the site.

The project was completed at the end of 2013, but was only ever occupied by a handful of officials as most feared working there due to the central government’s crackdown on lavish spending by local authorities.

Fan alleged that the whole project had been a waste of public funds, the report said.
