Police refuse to pay for detainee's death

A PUBLIC security bureau held responsible for the death of a suspect in detention refused to pay 580,000 yuan (US$87,334) in compensation to the victim's family, saying it would demoralize its officers, People's Daily reported today.

A higher court rejected the appeal of the bureau in Qiongzhong County, Hainan Province, in June and upheld its ruling that the bureau should pay the money to the parents of Li Jiyi who was beaten to death by four policemen during his detention for allegedly stealing a bike.

The four policemen received jail sentences from two years with a three-year reprieve to 13 years in 2008, the paper said.

The couple never received the money and asked the court to enforce its order. It was still useless. To their astonishment, the bureau wrote a letter to the court saying it should "think twice about its ruling's social effect."

The bureau said paying compensation would crush the four jailed officers and come as a blow to the morale of other officers as well.
