Polluting tax payer under the aegis of local government

A WELL-KNOWN company that is the main source of fiscal revenue for Bazhou, a city in Hebei Province, has severely polluted local farmland and underground water, forcing villagers to buy bottled water for years.

Thick smog from the factory of Meihua Monosodium Glutamate Group Ltd has been hanging low over its surrounding area for years with visibility less than 100 meters. Underground water in nearly 10 villages was too contaminated to drink, Economic Information reported today.

Villagers had to buy bottled water or drill deeper into the ground to find clean water. They have reported their plight to the city government but have got no response.

Bazhou Environmental Protection Bureau refused to show the monitoring report of the area's air and water quality, saying a city-level bureau had no authority to monitor a state-level enterprise.

One of the world's largest gourmet powder producers, Meihua Group paid 172 million yuan (US$26 million) in tax last year, accounting for 9 percent of the city's fiscal income.

Helping Meihua to launch an Initial Public Offering was even mentioned as a key task this year in the local government work report.
