Population official jailed for embezzlement


A RETIRED senior official of China's population authority was jailed for 12 years after embezzling 850,000 yuan (US$124,430) of public funds.

Beijing No.1 Intermediate People's Court has handed down the verdict on Chen Shengli, 64, retired publicity and education director of the National Population and Family Planning Commission, today's Beijing News reported.

The court said Chen transferred 800,000 yuan earmarked for a research program to China Population Press from September 2002 to May 2005. The press then transferred 300,000 yuan to the Population and Family Planning magazine, and again transferred 130,000 yuan to a consulting office launched by Chen.

In this way, Chen transferred a total 850,000 yuan to his consulting office, which has no other employees except Chen, his wife and their son and daughter-in-law.

The National Audit Office detected the loopholes in the office's books after finding it only had income but no expenditure on the research program.

Chen was arrested for embezzlement in July 2008.
