Probe as doctor caught on tape taking kickbacks

Police and health authorities have launched an investigation after a doctor in north China’s Hebei Province, who was video-taped receiving kickbacks, was merely given an administrative punishment.

The doctor from the Baoding City No. 1 Hospital was seen accepting a wad of bank notes from a sales representative of a pharmaceutical firm. Inside a locked room, he counted the ‘regular kickback’ with a smile on his face.

The hospital confirmed that the video footage was real and identified the doctor as the deputy head of the vascular surgical department surnamed Wang, in his 40s, The Beijing News reported.

The hospital said it had received a tip-off about Wang’s bribery two months ago.

An initial investigation found he had received kickbacks twice in two years, totaling 20,000 yuan (US$3,284).

“He has been working at the hospital for six years and is regarded as a skilled doctor. We didn’t expect him to break rules,” a hospital disciplinary official said.

Wang has been banned from prescribing medicines and can only review medical records. Also, he is only being paid living expenses, the newspaper reported.

In July, the National Health and Family Planning Commission handed down severe punishments to medical personnel in Gaozhou City in southern Guangdong Province, over kickbacks.

An initial probe found 39 personnel at the People’s Hospital took kickbacks worth nearly 2.8 million yuan from January 2010 to December 2012. Nine doctors had their medical licenses revoked, and three others, including two drug company salespeople, were handed over to police.
