Relatives penalized for illegal cab operation

A man who gave his uncle money for driving him to the airport was surprised to find that he and his uncle were treated as suspects of illegal cab operation.
The driver, surnamed Pan, drove his niece's husband, surnamed Chen, from Taixing, a city in eastern Jiangsu Province, to an airport in Nanjing, the provincial capital on May 25.
When they arrived, Chen placed 650 yuan (US$102) in Pan's car to pay for the fuel and toll costs despite of Pan's refusal. Just as they were about to part, Nanjing transport inspectors came up to check if they were involved in illegal cab operation.
Though the inspectors later confirmed they were relatives, Pan was still fined 8,000 yuan for illicit transaction, the local Yangtze Evening News reported today.
Pan said Chen borrowed his car several times and used the occasion to express his thanks. Therefore, he accepted his money after an attempt to refuse it.
A lawyer told the newspaper that the law enforcement unit should consider the fact when dealing with an illegal operation case rather than rigidly following the rules.
